The NBA is planning to introduce anti-tanking rule changes next year after Adam Silver addressed all 30 general managers.
Talks have intensified across the league office, owners, the competition committee and team executives.
Concepts discussed include tighter limits on pick protections, freezing lottery odds around the trade deadline and restrictions on repeated top-four selections.
Other ideas involve allocating odds over two-year records, expanding the lottery to play-in teams and further flattening the odds.
Silver has stressed the need to protect the sport’s integrity, calling tanking worse than in recent memory.
Momentum also follows fines issued to the Utah Jazz and the Indiana Pacers over sitting healthy players.
