Dubai wants a multi-year license since next season. But it is hard to award them with a license considering that there are 18 teams and 12 with multi-year license.
13 if you add CSKA Moscow.
Alba Berlin will see its biannual wild card expire after the season. But Berlin market is strategic for Euroleague.

The guidelines for new EuroLeague are: two conferences. Home and return games for each conference, one game against the other conference.

Euroleague is unlikely to decrease the number of games for team (34 now).
This allows EuroLeague to have 24 teams in two conference of 12 teams. And the 34 games remain.

Lets play a game with an Europe without war (we look forward to it): multi-year licenses would be 18. With Monaco and Zenit we are 20.
Two spots for EuroCup (22), one for ABA Liga (23) and Partizan as 24th.

We can imagine the two conferences: Western and Eastern.

West: Barcellona, Real, Baskonia, Asvel, Bayern, Olimpia Milano, Alba Berlino, Paris Basketball, London Lions, Virtus Bologna, Monaco, Joventut Badalona
