Judge Claudia Wilken acknowledged the deal’s merit but asked both sides to address remaining concerns, including roster limits and fairness in fund distribution.

If finalized, the $2.8 billion agreement will pave the way for direct payments to college athletes and impose a spending cap starting this July.
